Thailand relies on a different map drawn up later with American technical assistance
The map was drawn in 1966, four years after the ICJ rulings. The report was dated Nov 23, 1966 and entitled International Boundary Study: Cambodia-Thailand Boundary. Explanation may be necessary to understand the map and the report.
Thailand’s U.N. Ambassador Don Pramudwinai told the Security Council in a letter Monday that “the boundary line claimed by Cambodia has no legal status” from the 1962 ruling, because he said that case dealt only with “sovereignty” — the question of who owns the temple (AP, 24 Jul 08).
UN to take up Thailand-Cambodia border feud
Although Thailand is trying to lobby the UN Security Council to back its resistance to a third party’s involvement in the border spat between Cambodia and Thailand (Bangkok Post, Thailand lobbies for UN backing, 24 Jul 08; See also NYTimes, RFA, ABC Radio Australia, 24 Jul 08), it’s likely that the this world body will be engaged for fear of a military clash.
The Security Council will hold an emergency meeting some time next week, according to the New York Times. French UN Ambassador Jean-Maurice Ripert said the date and the format will be decided in today’s initial meeting, ABC Radio Australia reported.
Jean-Maurice Ripert said the 15-nation council “should meet as fast as possible” based on Cambodia’s request, according to AP today.
“We are in charge of peace and security,” he told AP. “So, if we can diffuse the tensions and if we can prevent any development that could be dramatic for the region and for peace and security, we will do it and we think we have to do it.”
Meanwhile, US Secretary of State Condoleezza Rice on Thursday called for a peaceful resolution to the border row between Thailand and Cambodia, according to AFP today. How the “peaceful resolution” could be achieved was not reported.
